WASHINGTON, May 22 (Reuters) – Foreigners seeking to adjust their immigration status in the United States to secure green cards will \u200bhave to do so from outside the country via \u200cthe State Department, the U.S. Citizenship and Immigration Services said on Friday, in a move criticized by aid groups.<\/div>
USCIS announced the move in a \u200bpolicy memo, which directed officers to consider relevant factors and \u200binformation on a case-by-case basis when determining whether extraordinary \u2060relief is warranted.<\/div>
“An alien who is in the U.S. temporarily \u200band wants a Green Card must return to their home country \u200bto apply,” said the U.S. Department of Homeland Security, which has oversight of USCIS.<\/div>
“This policy allows our immigration system to function as the law intended \u200binstead of incentivizing loopholes.”<\/div>
The USCIS said the new policy will \u200bfree up agency resources to focus on processing other cases.<\/div>
HIAS, an aid group \u200cthat \u2060provides services to refugees, among other groups of immigrants, said USCIS was forcing survivors of trafficking and abused and neglected children to return to the dangerous countries they fled in order to \u200bprocess their applications \u200bfor green cards \u2060granting them permanent residency in the U.S.<\/div>
Friday’s policy change is the latest in a series of \u200bsteps taken by U.S. President Donald Trump over the \u200blast year \u2060to tighten migration to the United States.<\/div>
Last year, the Trump administration moved to shorten the duration of visas for students, cultural exchange visitors and \u2060members \u200bof the media.<\/div>
In January, the State Department \u200bannounced that it had revoked more than 100,000 visas since Trump took office the \u200byear before.<\/div>
